Sabah population increases by 285%, whilst Malaysia's population iincreases by only 113% - something is very wrong..

There are BIG questions that the Barisan Nasional government, currently led by Abdullah Ahmad Badawi, has got to answer about Sabah's "new" citizens - persons who have since 30 years ago have suddenly become Malaysian citizens or have acquired PR Status. (Children where 1 parent has PR status are automatically citizens)

Many have called it an 'illegal migrant problem' - but I think that label causes confusion, which result in Migrant Rights and Human Rights groups reacting thinking that we are talking about the undocumented migrant/refugee problem. {I believe the BN government likes to use the term "illegal migrant proiblem" to the Sabah situation just to cause the confusion.....Recall to that the recent government response was arrest and deport the undocumented migrants ---- very evasive and certainly not looking at the the Sabah "new" citizen problem...}

The Sabah problem is a "new citizen" problem. Who are these "new citizens"? How did they acquire citizenship? How do we now deal with these "new citizens" and their citizen children today? Recent revelations by MP for Sepanggar, Datuk Eric Majimbun also reveals that true original citizens are also in some cases are also losing their citizenship...


"(7) The discrepancy in the percentage increase between Kadazan, Dusun, Murut on the one hand and other Bumiputera between 1970 and 2000 i.e. 236 per cent and 631 per cent respectively; ...

These new facts, were amongst the many other points that were disclosed by MP for Sepanggar, Datuk Eric Majimbun. (See below for more points raised as found in the Malaysiakini report...)


Evidence of illegal issuance of MyKad to foreigners will be released by the Sabah Progressive Party (SAPP) tomorrow.

The MP for Sepanggar, Datuk Eric Majimbun, said he would reveal the details that led to a population explosion in the state.

"Just imagine, our population increased by 285 per cent between 1970 and 2000," he said. "I will bare all, including proof of people not born in Sabah becoming Malaysian citizens (in Sabah)." - The New Straits Times, 3/10/2008 - SAPP to show proof of Sabah MyKad scandal

Related to this, was the answer in Parliament in 2006 with regard the ethnic composition of Sabahans



Who are the “Other Bumiputera” and Other Ethnic Groups” in Sabah? According to an answer to Teresa Kok (DAP Seputeh), the PM Department said that there are 436,300 “Other Bumiputera” and 143,500 “Other Ethnic Groups” in Sabah. These constituted 25.9 percent of the Sabah population.

The composition of ethnic groups in Sabah as of March 206:

A state ruling coalition leader has taken Minister in the Prime Minister's Department Mohd Nazri Abdul Aziz to task for making light of the concerns of Sabahan over the growing menace posed by the large presence of illegal immigrants in the state.

In 2007, the Parliamentary Select Committee tried to look into this but alas the National Registration Department refused to turn up, and...



“It is a serious matter and indicates an unbecoming attitude of an agency when a meeting called by the Parliamentary Select Committee can be rejected.

“This is also disrespectful to Parliament and reflects the standard and quality of administration of this country,” Ramon said in a statement today.

He also called for Dompok’sposition as chairperson of the PSCI to be reinstated and that the NRD be held accountable for the issuance of identity cards in Sabah where there is apparent widespread abuse.

Dompok’s decision to resign from the bi-partisan committee followed Lim’s question on why a scheduled committee meeting yesterday with National Registration Department (NRD) into a fake identity card scandal in Sabah dubbed ‘Project M’ was suddenly cancelled.

It is obvious that the Prime Minister, the Deputy Prime Minister and the BN generally have no interest in investigating the "new" citizens of Sabah, and how they suddenly became citizens. Why? Maybe, because the whole situation has benefited UMNO - who certainly is today the dominant BN component party in Sabah, a situation which would not, most likely not be if the ethnic composition remained the same as it was in 1970.

Even in Semenanjung Malaysia, some say that the difference of the ethnic composition in 2008, compared to that in 1957 raises some questions as to whether there were "new" citizens also created here. Different birth rates among the ethnic groups do not explain the difference.

There must be an investigation into this issue of the "new" citizens of Sabah (and maybe even Malaysia) - and the guilty must be exposed and penalized.

With regard the "new" citizens and their now citizen children, that will be a difficult problem to resolve BUT the whole community must come together and find a solution.

Many of these "new" citizens and their children have become Malaysian, have lived and studied in Malaysia - so the solution may not be the stripping of citizenship or the deportation to some other country.

The term "illegal migrant problem" - probable a term that the UMNO led BN government would like to use to confuse the issue especially in Malaysia. Why? Because most Malaysians immediately start thinking about the undocumented migrants in Malaysia who have been around for a couple of years or so... The "new" citizen problem of Sabah is very very different...


Anyway, back to that Malaysiakini report, and the other points raised by Eric Majimbun



Cases in point

Majimbun highlighted some pertinent facts and figures the bureau has collated in recent days:

1) The case of Filipino, Jerom Maguil, who was issued MyKad 5609030-12-5739 (old IC No: H0540992) under the name of Jerom Majimbon and staying in Eric Majimbun’s village in Inanam, Kampung Pomotodon. Inanam is in the outlying regions of greater Kota Kinabalu.

The case file includes a letter that Eric wrote to the Home Ministry secretary-general on Oct 4 last year on the case, with copies to the NRD in Kuala Lumpur and the state NRD; the reply from the Home Ministry in Parliament confirming that Jerom Majimbon a.k.a Jerom Maguil was not entitled to the MyKad he was holding.

The fact remains the MyKad has not been withdrawn, neither has Majimbon been deported. There was no reply to the Oct 4 letter;

2) The history of statements from residents in Kampong Pomotodon bringing the presence of Jerom Majimbon a.k.a. Jerom Maguil to MP Eric Majimbun’s attention;

3) The case file of a Sino-Dusun, Thien Kau Pah B Kian Kim, 60, born and bred in Kampung Melaka, Jalan Kionsom, Inanam, Kota Kinabalu and issued a MyPR and not the MyKad to which he is entitled when he had to change his old blue IC. His appeals were not entertained;

4) The state NRD replacing the MyKad of a senior citizen, Yong Lee Hua @ Piang Lin, 78, a native, with a MyPR (permanent resident status) after she lost her MyKad to a picket pocket on Feb 12 last year at a supermarket in Penampang Baru, an outlying region of Kota Kinabalu, on the grounds that “senior citizens who lose their MyKads are given the MyPR as replacement”;

5) Some cases of passport-holding foreigners from Philippines and Indonesia who have one or two of their children becoming Malaysian citizens although their other children are not citizens;

6) 65,000 Filipino refugees were issued the IMM13 refugee documents in the 1970s, according to the federal government. More recently, the federal government cited the same figures for 2008 raising various questions on the subject: how many have been given citizenship, permanent residence and bumiputera status?

7) The discrepancy in the percentage increase between Kadazan, Dusun, Murut on the one hand and other Bumiputera between 1970 and 2000 i.e. 236 per cent and 631 per cent respectively;

Cool The problem of children of inter-marriages being classified as sino-natives and not as natives; and

9) The discrepancies in the population increase between 1970 to 2000 in Sabah, Sarawak and Malaysia: 10,439,430 to 22,202,614 or up by 113 percent in Malaysia; 976,269 to 2,012,616 or up by 106 percent in Sarawak; and 636,431 to 2,449,389 or up by 285 percent in Sabah.

“The situation we are in right now calls for a change (in attitude) in government,” said Majimbun.

“We are already being marginalised in all aspects. What will happen to our future generations? People should not simply say that we are touching on a sensitive issue. We are talking about something that concerns the future of our children and the future generations.”

PENAMPANG: The Sabah National Registration Department (NRD) needs a complete overhaul, said Tan Sri Bernard Dompok.

In reference to the plight of 78-year-old Yong Lee Hua who was issued permanent resident (PR) status after losing her MyKad last year, the Minister in the Prime Minister’s Department said the goverment could not be in denial over the matter and that the system needed to be fixed.

Dompok, who is also United Pasokmomogun Kadazandusun Murut Organisation (Upko) president, said: “The government wants a first-class delivery system but it’s not working. It needs fixing, a complete revamp.

“It’s a big shame for NRD to allow a person (Yong) with citizenship and a MyKad, only to have it taken away and given a permanent resident status instead,” he told reporters at a press conference here on Monday.

What happened to Yong was unfair, said Dompok, as she owned Native Title (NT) land, was a registered voter and was born well before Malaysia was formed.

“She should rightfully be a citizen, no question about it. The government department is supposed to look at it but it’s not working,” he said.

During the press conference, Moyog Assemblyman Donald Datuk Peter Mojuntin who is also Upko’s bureau chief for citizenship and security, introduced two others who faced a similar predicament in getting their MyKads.

They are Alice Chui Pee, 52, and Stephen George.

Chui, a green identity card holder, was born in Singapore in 1956 when her parents from Papar went to work in the republic. She returned to Sabah three years later, and her parents applied for her citizenship and made numerous appeals but were unsuccessful.

Her two siblings each hold a PR status and a MyKad.

Stephen, meanwhile, holds a PR status and has applied for citizenship since 1975. The only response he received was that his application was under process and during his last check, the NRD staff told him his application was now with the police and the process might take a year.

Stephan was born in Brunei in 1956, but returned to Sabah in 1958.

Referring to the two cases, Dompok said this did not require new policies and the government policy on the matter was clear.

“The saddest part is that there are people who can walk into the country through the backdoor and still get their ICs (identity cards).

“I will take action and help, whatever it takes. I will bring it up to the Cabinet,” said Dompok.

Kota Kinabalu: Another case of a Sabahan native given Permanent Resident (PR) status by the National Registration Department (NRD) has come to light, this time exposed by the Sabah Progressive Party (SAPP).

The disclosure Saturday came on the heels of the first case which was raised by Upko last week involving 78-year-old Penampang resident Yong Lee Hua who lost her identity card (IC) which stated she was a Malaysian citizen. The latest case, brought up by SAPP Deputy President Datuk Eric Majimbun, has to do with 60-year-old Thien Kau Pah B Kian Kim, who was issued a PR IC card even though he was born and has been living in Sabah from pre-independence days.

"Thien came to my house after he read in the newspaper about me going to hold a press conference todayÉeveryone including in Thien's village, Kg Melaka along Jalan Kionsom, knows him as having been living here since then but he is still holding a PR IC," he said.

Eric, who is also Sepanggar MP, said Thien had informed him that he had tried to request for a change to his status when switching from the previous blue IC to MyKad but was not entertained.

Thien had been classified as a Permanent Resident even in his previous IC.

By continuing to hold the PR IC, he said Thien, who is a Sino-Dusun, has been denied his right to vote like other citizens.

"This and the other one as highlighted in the media through Upko are not the only such cases as I remember while I was serving as the Kota Kinabalu District Chief and Chief Judge of the Native Court, we had many local natives who came to us with similar problems. I handled many such cases then," said Eric.

He said these people were referred to the relevant authorities, but "I do not know what happened after that because they never came back to us."

"We can consider this as one way to marginalise the genuine natives of Sabah, considering the much better treatment given to foreigners in terms of issuance of citizenship identity cards, including those who may had just arrived," charged Eric.

As an example, he showed a copy of a MyKad bearing the name of Jerom Majimbon (560930-12-5739/H0540992) whose address was put at Kg Pomotodon, of Jalan Kiansom, Inanam, which he said was referred to the NRD and later confirmed to be a fake.

"This fake identity card holder had even used my family's name and my village nameÉI have checked around and confirmed no such person exists, even in my family," he said.

Eric, who had raised the matter in Parliament, was disappointed that the NRD appeared to be not taking the case seriously although it actually concerns national security.

"The NRD only confirmed it is fake and that's it, without any detailed explanation like how it happened and so onÉI asked them (NRD) to investigate but until now nothing has happened," he said.

Eric said according to sources the person who went by the name Jerom Majimbon is actually of Filipino descent whose actual name is Jerom Maguil.

Eric, who is a member of the Special Parliamentary Select Committee on Integrity, said apart from this, there have been cases of passport-holding foreigners who have had one or two of their children becoming Malaysian citizens, although the rest of their children are not citizens, after they obtained Malaysian citizenship status and hold the MyKad.

These cases involve foreigners from the Philippines and Indonesia, he revealed.

He said this raises a question as to how many Filipinos and Indonesians in Sabah have been awarded Malaysian citizenship and how easy it is for foreigners to obtain Malaysian citizenship status in Sabah.

"Even the IMM13 refugee document holdersÉthe Government during the 1970s had stated that 65,000 IMM13 documents had been issued then to Filipino refugees. But recently we heard the Government also saying there are still 65,000 IMM13 document holders in SabahÉwhat we know is these refugees are productive but why is the number still the same?" he asked.

"So we want to know how many of these refugees had been awarded Malaysian citizenship, or Permanent Residence or Bumiputera status?" he said.

Towards this end, he queried the population census carried out by the Government in Sabah which showed a 236 per cent increase in the Kadazandusun population between 1960 and 2000, while for other bumiputeras, it increased by 631 per cent.

He said the 1970-2000 census revealed the population in Sabah increased to 2,449,389 from 636,431 (up by 285 per cent), compared to Sarawak's 2,012,616 from 976,269 (up by 106 per cent) and Malaysia's 22,202,614 from 10,439,430 (up by 113 per cent).

"Also what is the rationale behind the Government not wanting to carry out a population census in relation to bumiputera ethnicity since the 1990sÉ and why children born out of inter-marriages are classified as only sino native?" he said.

Eric also chairs his party's Illegal Immigrants and Identity Card (IC) Bureau, which was formed after it pulled out from Barisan Nasional (BN), to gather information related to the problems of illegal immigrants and identity card problems.

He said the information gathered would be brought up to the Government's attention, to let them know and take these matters seriously.

"This is because the Government has not taken action or given apt attention to these things. As we are now already being marginalised in all aspects, what will happen to our future generationsÉpeople should not simply say that we are touching on a sensitive issue just because we are talking about something concerning the future of our children and their next generation," he said.

"The situation we are in right now calls for a change in government," he said, inviting the people to come forward with relevant information for his bureau.

ANOTHER BN COMPONENT PARTY THREATENS TO QUIT BN component party threatens to quit

United Pasokmomogun Kadazandusun Murut Organisation (UPKO) threatens to quit Barisan Nasional unless the federal government takes serious efforts in resolving the issue of illegal immigrants in Sabah acquiring Malaysian citizenship. [Malaysiakini, 6/10/08]

Sabah population increases by 285% 3UPKO's threat to quit the coalition should be taken seriously by Badawi's regime when another Sabah party, the Sabah Progressive Party (SAPP) had already pulled out of the Barisan Nasional coalition last month. The SAPP claimed that the ruling polical bloc has lost its spirit of "racial unity" and defiled by racial supremacist policies. SAPP, however chose to remain independent until they feel it was fit to rejoin the government.

UPKO's outburst came in response to SAPP MP of Sepanggar, Datuk Eric Majimbun's latest exposé of a deliberate attempt to alter Sabah's demography by the government. Majimbun discovered that the details of his surname and residential address were duplicated on another MyKAD belonging to an illegal immigrant from the Philippines.

Majimbun's revelation was only the tip of the iceberg as the sinister plot to manipulate Sabah's demography in favour of the government has been taking place for more than 30 years. Sabah Parti Keadilan had speculated that at least 600,000 of the 1.7 million foreigners in Sabah currently possess a MyKAD and with it, Malaysian citizenship.

It was disclosed that Sabah's population have increased 285 per cent from 1970 to 2000.

With Malaysian citizenship being handed cheaply to countless illegal immigrants, "genuine" Malaysians like 78 year old, Yong Lee Hua from Penampang was robbed of her citizenship; literally. The elderly woman lost her MyKAD last year when her purse was stolen but upon application of a new MyKAD, she was instead issued a red identity card.

Red identity cards are only given to individuals of Permanent Resident (PR) status.

Yong was initially told by the National Registration De­­partment (NRD) that it was "normal" procedure for the department to issue her a PR identity card. When she returned with proof of citizenship documents including her passport and driver’s licence, an official told her there had been a mistake and requested her to apply for citizenship. Her bank accounts have been frozen since.

Yong Lee Hua, a bumiputra was not only stripped of her status as a native but also her Malaysian citizenship. Instead, she was asked by the NRD to reapply for citizenship - an appalling testament to the department's incompetence.

In Sabah, a person is accorded bumiputra status if either one of his/her parents is a native.

Stephen George was another Malaysian who was facing a similar predicament regarding his citizenship. Stephen was born in Brunei in 1956 but returned to Sabah in 1958. He has been applying for Malaysian citizenship since 1975 but to no avail. Upon his last check, he was told by the NRD that his application was with the police and the process might take another year.

UPKO President, Tan Sri Bernard Dompok issued a demand for a complete overhaul of Sabah's NRD. Home Minister Datuk Seri Syed Hamid Albar have been called to Sabah for a meeting behind closed doors with Sabah party leaders to address the issue of citizenship plaguing the state. Dompok also assured Sabahan's that his party will be at the forefront in tackling the issue until it is resolved by the government.

SAPP President Datuk Yong Teck Lee also voiced his disgust over the matter and have demanded that the state NRD be brought under the jurisdiction of the Sabah state government.

The SAPP President also claimed that illegal immigrants over the decades have managed to attain Malaysian citizenship through dubious means. As a result, these "new citizens" were given bumiputra status and therefore could own native lands. However, he added that the fact of Malaysians losing their Malaysian citizenships without the due process of law was much more disturbing.

Hence, it is high time for Barisan Nasional government to awaken from its slumber and address the epidemical influx of phony citizens into the country. Irregardless of whether there was ever a malicious attempt to tamper with Sabah's demographic landscape, the government can no longer hide within its own shadows when the statistics and real-life testimonies of true Malaysians have corroborated that indeed, something equivocal has been going on under the noses of Malaysians.

Kota Kinabalu: Village chiefs were exploited by certain quarters as far back as the eighties to attest to the residential status of non-locals infiltrating into the Kawang constituency.

Former Parti Bersatu Sabah (PBS) Deputy Chief Minister, Datuk Ariah Tengku Ahmad, who vouched for this, said the matter was brought to her attention after she had become the Kawang Assemblywoman in 1986.

According to her, village leaders from Kg Tengah, Kg Laut and Kg Anak Somboi were given blank forms to certify and sign with the attestation that they knew the persons-to-be and that they resided in their respective villages.

What aroused their suspicion was that the names and other particulars of the persons-to-be were not stated in the forms, and this could lead to abuse.

"They became worried and came to my residence in Penampang to complain to me because they were my strong supporters. But what about other villages in the constituency? Maybe the same thing had happened to unsuspecting village chiefs, so I was not informed about it.

"It was clear that the forms were to be used in future to enable illegal immigrants to procure identification documents by virtue of their fake residential status in Kawang and thus become Malaysian citizens," Ariah pointed out.

The village chiefs surrendered about 70 blank forms to her, instead of returning them to the party concerned, and she eventually destroyed them.

Meanwhile, Ariah said there was also a lot of hanky-panky in getting foreigners to vote in general elections, using the identity cards of genuine Malaysian citizens who had passed away.

A glaring example is that of her late younger brother, Leonard Pritchard, who died in the late sixties but his name was not removed from the Kawang electoral rolls until the nineties after Ariah raised a hue and cry over the matter. Pritchard was a former employee of the now-defunct Sabah Padi Board.

According to her, an unknown person, believed to be an illegal immigrant, had voted in the 1986 and 1990 State elections, using Pritchard's IC.

"Apparently, the person cast his ballot at the Kg Limputong polling centre in Papar. When I discovered this, I told the Election Commission (SPR) in Papar to take my brother's name out from the electoral rolls but they ignored me. I told them that Leonard had been dead for more than 10 years but somebody was voting under his (Leonard's) name.

"It happened again in the 1990 State Election. This time I personally lodged a report with the authority concerned in the Papar District Office. I protested and requested that action be taken to delete my brother's name from the electoral rolls," she recalled.

Ariah said efforts were made to trace the whereabouts of the "mystery voter" but to no avail.

Since then until she quit active politics after the March 1999 election, the incident had put the PBS Kawang Division executive committee on the alert.

"From 1987 onwards, we began to scrutinise the electoral rolls and found that the documents had been tainted. Many unknown persons, who were obviously non-locals, were transferred to the Kawang constituency from nowhere and registered as voters. At public hearings until the nineties (held at the Papar District Office), we kept raising objections to inclusion of their names in the rolls and wanted them to be expunged.

"Village headmen also testified that those were phantom voters and did not reside in their respective areas. But the then Papar SPR Officer said he would accept any blue IC from anyone for registration as a voter. He said he did not care whether the IC came from the sky or earth, so long as it was blue in colour," said the former PBS Kawang Division Chief.
